Super Panel

There are 2 super panel components that I found so far:

SuperPanel by Brandon

Flex SuperPanel by Wietse Veenstra

Both panel support dragging, sizing, maximizing/restoring, closing, and adding new panel dynamically. The first SuperPanel by Brandon also support minimizing or collapsing panel. Both have demos on their web sites, so check them out yourself.
